HR Admin Manager
Job Summary
MADAOCHENGGONG PTE. LTD. is seeking an HR & Administration Manager to oversee full-spectrum HR operations and daily administrative tasks for a growing F&B restaurant group in Singapore. The ideal candidate will manage recruitment, employee relations, payroll, MOM work passes, and compliance with local employment laws. Candidates with relevant F&B or hospitality experience and strong organizational skills are preferred.
Responsibilities
- Manage full spectrum of HR operations including recruitment, onboarding, and employee relations
- Oversee payroll, CPF contributions, benefits, and MOM work pass matters
- Oversee daily administrative operations, office management, and vendor coordination
- Ensure compliance with Singapore employment laws and regulatory requirements
Required Skills
- Diploma or Bachelor's Degree in HR, Business Administration, or related field
- Minimum 3–5 years of relevant HR and administrative experience
- Good knowledge of Singapore employment practices, MOM, and CPF
- Proficient in Microsoft Office (Excel and Word) with strong organizational skills

Job Responsibilities
Human Resources
- Manage the company's full spectrum of HR operations, including recruitment, onboarding, employee relations, performance management, and staff development.
- Develop and implement HR policies, procedures, and employee handbook in accordance with company requirements and Singapore employment regulations.
- Manage recruitment activities, including job postings, candidate screening, interviews, and hiring arrangements.
- Handle employee onboarding, work pass applications, renewals, transfers, cancellations, and related MOM matters.
- Maintain accurate employee records and HR documentation.
- Manage attendance, leave, overtime, payroll-related information, and employee benefits.
- Coordinate CPF contributions, statutory requirements, insurance, and other employment-related matters.
- Monitor employee performance and assist management with disciplinary and performance-related matters.
- Develop employee training and development programs.
- Support manpower planning and workforce optimization across different outlets and departments.
- Manage employee grievances and promote positive employee relations.
Administration
- Oversee the company's daily administrative operations and office management.
- Manage company documentation, contracts, records, licenses, and administrative files.
- Coordinate with external vendors, service providers, government agencies, and other business partners.
- Support company compliance, business license renewals, insurance, and other administrative requirements.
- Establish and improve administrative SOPs and internal processes.
- Manage office supplies, equipment, facilities, and related expenses.
- Provide administrative support to management and different departments.
- Assist management with company projects, meetings, events, and other operational matters.
Compliance & Management Support
- Ensure HR and administrative practices comply with relevant Singapore employment laws and regulations.
- Keep updated on changes to MOM, CPF, IRAS, SFA, and other relevant regulatory requirements.
- Prepare HR and manpower reports for management.
- Analyze manpower costs, turnover, recruitment needs, and workforce trends.
- Provide HR and administrative recommendations to management to improve operational efficiency.
- Support management in implementing company policies and organizational development initiatives.
Requirements
- Diploma or Bachelor's Degree in Human Resources, Business Administration, Management, or a related field.
- Minimum 3–5 years of relevant HR and administrative experience.
- Previous HR experience in the F&B, hospitality, retail, or service industry is preferred.
- Good knowledge of Singapore employment practices and HR administration.
- Experience handling MOM work passes, CPF, payroll, recruitment, and employee relations will be an advantage.
- Strong organizational, communication, and interpersonal skills.
- Good leadership and problem-solving abilities.
- Strong attention to detail and ability to handle confidential information professionally.
- Proficient in Microsoft Office, especially Excel and Word.
- Able to work independently and manage multiple HR and administrative matters.
- Candidates with Singapore HR experience are preferred.
